There might be a `send through server' option that you should enable. 
ICQ sometimes has trouble getting through firewalls of various kinds. 
However, that's an issue that I thought had been solved with newer
clients.  You might consider upgrading, as Mandrake 7.0 is pretty old
now (we have a 7.1 box at work that I'm itching to upgrade).
