Well the first step would be to get her up to a current distribution.  I would 
try Mandrake 9.0.  I have had great luck with it myself.

As others have pointed out, this is a feature of nautilus.

Try a decent KDE?  In mine anywhere I right click the first option in the menu 
is "Create New..." or "Create Directory"
