Interesting article about how some guy doing the cert process got burned for 
pointing out that NT was not certified and MS was selling it as if it was.
Looks like they got an orange book C2 rating in 1994 for the following (from 
the article):
"Windows NT 3.5 with service pack 3 running on three very specific machines 
with no floppy drive and no network interface."

Also could this have something to do with the whole argument?  Was a whole 
debate as to if MSFT included included a key from the NSA in some crypto 
software (supposedly to allow them to intercept crypto using MS products)....
