I've spent far too much time documenting my experience in trying to build a cheap, silent PC. Unfortunately, building a completely silent PC is difficult. As a talking Barbie doll once said, "Silent PCs are hard! Let's go shopping!" Alas, buying a silent PC is quite difficult, too ... so I chose to try to build a PC as quiet as I could and as cheaply as I could.
