I had heard of a project to create an OpenMapi-type interface that used
Perl and PHP to access the exchange server through its web interface.  I
haven't heard squat about it lately though.  Exchange's protocol is of
course messy and difficult to reverse engineer so with the exception of
the web approach there's very little a programmer can do about it.
