Browsers identify themselves to web servers, usually with a User-Agent
string.  This usually includes information about both the browser and the
operating system types and versions.  They probably just have tests
looking for "Mac" and "Win", but just defaulting to that page when the OS
isn't recognized.

User-Agent strings can be hacked, of course ;-)
