just a random stab in the dark: install strace and do a
   strace mount /dev/hdb4 /mnt/whatever > out1
   remove the floppy and do it again
   strace mount /dev/hdb4 /mnt/whatever > out2

and do a diff and see what is going on.

And b) try
   mount /dev/ide/host0/bus0/target0/lun3 /mnt/whatever and see what happens.
         ^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^
         might need to poke around a bit, to see if that really exists
