If I understand the situation correctly, the only time that wan 0-0 
should show all 0's is iff you are getting assigned your ip's via 
dhcp or equal.  If the RTE you refer to is bob, amy, nate, carl, 
dennis (and whoever else I've forgotten)...  which it looks like 
since I have thee block right after you, you should do:
set ppp wan0-0 ipcp 65.165.40.38
write
reboot
Thats what I had to do last night to get back up
