At my work we use a program called Belarc.   My understanding is that it
is billed on a per-seat license, but I have no idea how much. 

It is largely based on IIS/ASP, but it works well.  The client is only
600K, and it uses some sort of voodoo magic to figure out what the serial
numbers are. (it does NOT require that the vendor's DMI service layer is
installed in order to figure out the make/model/serial number)

Of course, it gets all the SW/HW specs too, and it is all web based. 

You can download a trial from their website, I believe.
