Try also the -a (alt-phonics) and -c options (capitalize)
pwgen -acn 8 8
Will generate 8 passwords with alt-phonics, captials, and 1 number. 

Users will pick something they will remember. After a day or two I don't
have any trouble remembering randomly generated passwords, well, as long as
I don't use the -s option. (generate totally random, unmemorable,
unpronouncable, but secure and unguessable passwords)
