You're thinking of UCITA.  DMCA is a federal law which passed in 1998.

Basic meaning of each:

UCITA - Shrinkwrap licences are enforcable and companies can remotely
disable your software to enforce them.

DMCA - Companies can restrict their code and/or data using whatever
technology they choose and you're not allowed to do anything about it.
