Have you checked out any of the new orbs-wannabees? (if you can call
them that).

I know the guys behind ordb.org and they're really enthusiastic about
it. They've already gotten a deal with the largest Internet provider in
Denmark about them hosting some of their relay-nameservers. So far they
should have almost 80K relays in their database (from daily irc dumps
from one of the guys behind it).
