Force people to use sftp/scp.  WinSCP and NiftyTelnetSSH are both fine
clients.  Mindterm Java does SCP, and scp does. uh. scp!

Your talking about a form of MAC.  A few of these exist for linux.  The
NSA has contracted with NAI to make one for linux.
