Yeah, that was my reaction, too - I expected to find -I, but I guess Debian's
tar has changed it (relatively) recently.  According to tar --help:

  -T, -I, --files-from=NAME    get names to extract or create from file NAME

(tar --version identifies itself as "tar (GNU tar) 1.13.18".)
