Big Brother (www.bb4.com) is probably one of the most widely used monitoring apps. Its not GPL'ed, but there is only a license fee if you're using it for commercial purposes. Mon probably runs a close second as far as widespread use. There is a section of the NetSaint docs in which I list some other monitoring apps that are out there. A good percentage of them either have web interfaces that are lacking in my opinion or development seems to have stopped.
