For other users it is not only unethical but also rude. An administrator
on the otherhand has every right to check what goes through the mail. At
work the administrator is responsible for all material on the server and
that includes that email from hot-kiddie-pron-today.

Even then it is still rude and ethically shady but it is a requirement at
work.
