I have gotten the same story from Qwest for months, I have read that the tariff has something to do with exempting lines from having the load coils removed (ever), and forcing the telco to never offer DSL on the line in question... Two weeks after I got broadband, I got a letter from Qwest stating that DSL was available in my area. It may take time for them to get to fixing the line.
