Where would I find a copy?  Debian doen't mention it in any of their package
descriptions and searching for it on freshmeat returns Xwhois, but nothing
else.

That told me to check apnic's database and apnic shows it being both
allocated to and controlled by China Telecom.  (Whee...)  Two contact
addresses show, hostmaster at ns.chinanet.cn.net and what looks like a personal
address, but with the full contact information (address, phone) present, I'd
guess it's another chinanet employee rather than the end user.
