You either don't have the source or you're in the wrong directory. You should go get the newest stable kernel source from ftp://ftp.us.kernel.org/pub/linux/kernel/linux-2.2.17.tar.gz (unless 2.2.18 came out while I was sleeping). Unpack that in /usr/local/src (tar zxvf linux-2.2.17.tar.gz). It'll create a directory called 'linux'. cd into it and then go 'make xconfig'.
