The client can request whatever it wants, there's nothing in 1541 or 2131
that says the client must request an "acceptable" lease.  By default
dhcpcd requests 0xffffffff.  It doesn't matter if the client requests
something outrageous like this, the server's max_lease_time will override
it anyways.
