Alan Cox usually maintains the pre patches to the stable kernels.
This has been his historic roll, but I'm not sure if that is the
dynamic still.  Anyway, on a hunch, I checked out Alan's directory on
the kernel.org site and found this directory:

    http://www.kernel.org/pub/linux/kernel/people/alan/2.2.18pre/

In it are all the pre's you would ever want.  Here's a nice list of
all the hackers of the kernel and the patches they offer:
