I tried this on a Debian system once and I had the same problem.  From
what I can tell it doesn't like the virtual interfaces when it runs its
network script.  On mine, I just hacked the network script to add

ifconfig eth0:0 192.168.2.254 netmask 255.255.255.0
route add -net 192.168.2.0 netmask 255.255.255.0 gw 192.168.2.254

when it gets restarted.  Then I can ifdown and ifup all I want to.
