At this point the _cheapest_ way to run a real webserver is to get a one meg
DSL connection, or to find an ISP that's willing to let you put your box in
their server room.  Both of these will run you somewhere between 250-500
dollars a month.

A T1 is more like 1000/month, and the hardware is much more expensive.

A T3 is probably very out of your price range.

visi.com has prices for such things out on their website.

A cheaper solution is just to host a website on an ISP's servers until you
actually have a need to go with your own box, or run it off a standard
static DSL link (between 50 and 100 dollars a month).

What is the cheapest way to run a full fledged web server with
static IP and other goodies ? I am more concerned with the monthly
T1/T3 rental expenses and things like that. Is there a cheaper
solution ? How expensive is it to maintain a T1/T3 ?
