If you're on a cable modem most likely you should get your IP via DHCP. 

Now the real question...is samba running? Is it sharing anything? Is it
properly configured? (Is it in the same workgroup as the windows machines?)

What linux dist are you working with angain?

Accessing the windows machines:
mount -t smbfs -o
username=foo,password=bar,netbiosname=hostname,ip=ip-of-windows-machine,workgroup=workgroup
//windowsbox/share /mnt/point

Of more completely:
This command is designed to be run from within /bin/mount by giving
the option '-t smbfs'. For example:
  mount -t smbfs -o username=tridge,password=foobar //fjall/test /data/test

Options:
      username=<arg>                  SMB username
      password=<arg>                  SMB password
      netbiosname=<arg>               source NetBIOS name
      uid=<arg>                       mount uid or username
      gid=<arg>                       mount gid or groupname
      port=<arg>                      remote SMB port number
      fmask=<arg>                     file umask
      dmask=<arg>                     directory umask
      debug=<arg>                     debug level
      ip=<arg>                        destination host or IP address
      workgroup=<arg>                 workgroup on destination
      sockopt=<arg>                   TCP socket options
      scope=<arg>                     NetBIOS scope
      guest                           don't prompt for a password
      ro                              mount read-only
      rw                              mount read-write

Not so sure about printing...never had a reason to print to a printer shared
by a windows box, always printed to the printer shared by the linux box.
